I fail to see how limiting bandwith to levels that will make my own
customers leave will prevent little 4k spams from showing up whenever they
feel like it tho ;0

I suppose it would prevent the truely moronic spammers from uploading 
the same spam repeatedly for those too dump to expand the address fields
on some chinese/swedish/yugoslovician/insertanycountryhere mail relay
but that's not gonna help much -/

besides, uunet 'manages' to limit my bandwith all the time, usually to a
crawl -/
