the active monitor connects to qpopper (the pop3 daemon) to see if it
runs. once connected, it does not send the "user" command to login, but
closes the connection.

? maybe it`s the same for telnet, i`m not sure. does this happen
frequently (every 15 minutes) ?

could be. read your email, and you`ll see. if it is under "unusual
system events", yes. you can prevent that by adding the line

qpopper.*ERR POP EOF received

to the violations.ignore file (it depends on your
compilation/installation of logcheck where you find that file)
