what do you want to do exactly ? dial-up, webspace or both ?
for webspace hosted on your server, maybe there`s a directive for apache
to display additional files, or a hack with embedded perl code, that
returns two frames, one with ads, another containing the requested site.
if you want to do that even when a dial-up customer visits a site not
hosted by yourself, e.g. yahoo, it`s a proxy (or browser) issue, and
therefore the wrong mailinglist. you may consult the squid
documentation.
