i found spamshield, at http://spamshield.conti.nu/

(the author of portsentry has been inspired by that program...)

from features : 

"If you don't relay, you might want to use SpamShieldTM
nevertheless to stop abuse by your OWN users"

don`t know how it works, though :-)
