The users can chmod them using ftp is they want them enabled.

I want to auto-install cgi scripts into all the new accounts. I Know that
the files created for web directories are in etc/skel. When trying to run
the scripts that are created automatically, cgi-wrapper message =

User not Privileged.
do I need to edit any other files to allow them the correct privileges to
run?
Can anyone tell me where and what needs to be done ?
It seems pointless to auto install them and have to go and use telnet to
change any privileges.
