We had a similar error -- but the site administrators could not even see
their /web directory and so to say lost their site administration rights.

It applied to ALL site admins on the whole server.

Reason: Once you've exceeded about 220 or 225 sites on the server the FTP
daemon screws up the permissions.

Fix: Install the ProFTPd update which is available on the cobalt website.
That fixed our problems immediately.
