[cobalt-users] New GUI For Raq3

Sure, I am primarily writing it. It will be owned by either my self or my 
company. The word our refers to the company. The group effort its:
people from the outside world will contribute code to help quicken the 
process, and they will test the software and they will give suggestions on 
how to improve it and give bug reports. We have not yet finished the project 
nor released the code to anyone. We will be considering these facts. The 
point of this project is to add more functionability to the raq3 admin via 
our own interface (and eventually the raq3 - we will release patching to 
update your raq3 with more features). We are not trying to compete with 
Cobalt nor anyone else. The code will be available for anyone to download. 
The only thing that we request stays is a copyright. You may change the 
design and redistrubute it, but you may NOT sell it.
