i have the same problem with the 2916 and raq2.
i change the switch port and reboot 1. the switch and 2. the rag.
after this the problem are gone away and the autonegotiation works fine.

dont use the the port nr. 1, 9, 17 (each first of the port-line)
this port are bugy.
