The following is from the knowledge base at my host. No idea if it applies
to the RAQ3 though so you might want to wait and here from others here on
the list.

Question     Why does my Cobalt Server not allow me to add FrontPage
extensions to a domain, yet says it is already installed?
   
Answer     
It is a bug on the server that can be resolved by following these steps in
the exact order that you see them in:

Step 1. 
Telnet to your RaQ server as root and go to /usr/local/frontpage directory

Step 2. 
Delete yourdomainname.cnf files by typing rm -rf the_domain_name.cnf

Step 3. 
Go to the Server Management Console (web Interface), unclick FrontPage
Extensions, save, reclick FrontPage Extensions, and save again. This will
allow you add users and a domain with FrontPage Extensions.
