Since this sounds like my Qube, I will assume you also have a Qube not a
RaQ. There is an index.html default file in each user's folder; it is there
so that each user can (theoretically) use the included Page Builder to
create his/her own website. Note that FrontPage extensions are *not* enabled
for these sites, according to what I've heard on the list.

Haven't uploaded any sites to these users yet myself.
