How many users, approximately, do you have assigned as Site
Administrators altogether?

If you have more than 60 (i think) then this is your problem and you
need to apply a patch from Cobalt.

If you are familiar with telnet, telnet in as admin, then type "su -"
and type in your admin password again, then type "cat /etc/group|grep -i
site-adm" - if you count the amount of users in that group to be over 60
or so, then you need to apply the patch which will fix your problems.

You may also have an set an invalid DNS server, which will cause telnet
to take a long time before displaying the login prompt .. although FTP
shouldn't time out..
