[cobalt-users] Managing Virtual Sites - How?

I went to the Set Virtual Sites Defaults and set the minimum defaults
needed and then Added a Virtual site with an IP and hostname and 99999
user limit.  I then click on the green wrench icon so I can add a user,
and when I click on it, I get the error: "You do not have permissions to
access the requested file on this server."  Any ideas as to what I am
doing wrong.  I just freshly formatted this box and put on the updates and
set the admin password.  Any advice is appreciated.
