Not the info you're looking for, but, for the ones that are blocking 110 I'd
tell them to get a different ISP. I don't think I've ever seen an ISP that
prevents you from retrieving mail from an outside POP3 server. For the port
25 problems, my guess is the ISP has an SMTP server they can use. Unless it
prevents them from using their own domain as a reply address, the best thing
would be to use the ISP's SMTP server as their dialup IP address may be
listed in the DUL. http://www.mail-abuse.org/dul/
