[cobalt-users] FrontPage Subwebs Raq3

Hello,

I have been reading through the archives and have found some messages that
state that there is a way for the administrator to create subwebs.  However,
the program it references is not available on my Raq3.  Does anyone know if
it is possible to create subwebs on the Raq3, not user subwebs.  If so, how
do you create the subwebs?
