When you telnet in as admin run the following command:

su -

You will be prompted for a password.  Just use your admin password
again, and you will then be logged in as root.  As root, you can change
ownership/permissions to admin.  You can then FTP to the directory when
you log in to FTP as admin.  Depending on security preferences (and
other considerations) you might then go back into telnet and change the
ownership back to root.
