do it the other way around, tell sendmail not to allow so many
connections, look in /etc/sendmail.cf, for a line that says

# maximum number of new connections per second
O ConnectionRateThrottle=5

make this bigger, also the 2 lines above it limit if sendmail will accept
a connection if the machine is too busy, you can make these smaller...
(don't make them less than 2 tho, or you won't get any mail)

I'm guessing you don't have much ram...
