rm is for remove
touch will allow you to re-create the file

'touch access' creates an empty "access" file

as for the place you could find the log, it depends what logs Tom was
speaking of. I assume it was the access log, the "apache log" before
split (/var/log/httpd/). There you can also find the admin access log.
In /var/log/ you will find the mail log and the xfer.log (for ftp)
