[cobalt-users] Auto CGI Scripts

I want to add some general CGI scripts to each new site that I create. I put
some scripts in /etc/skel/group/en_US/web/ and the files copy over fine and
the user has permissions to delete them. But when I put files in
/etc/skel/group/en_US/web/test , the user can not edit them. The user gets
permission denied errors. Has anyone put files into
/etc/skel/group/en_US/web/folder  successfully?
