APOP maintains a separate password database in /etc/pop.auth.  The raq3 modifies
this database directly (its in a semi-standard GDBM format).  Qpopper includes
a program to administer this file called "popauth".  You can add the admin user
by running "popauth -user admin" while logged in as admin.  The downside is
if a user is in the APOP db they can ONLY use apop to check their mail via pop3.
