[cobalt-users] chrooted telnet access

hello,

does anybody know why cobalt doesn't use chrooted telnet accounts ?
this would allow the isp to give away shell accounts and users would be limited
to their e.g. /home/sites/www.domain.com/web directory

any ideas ?
