It won't affect any aliases on other sites unless there's something screwy.
You can have the user sales on one site and then sales1 on another site with
sales as an alias.
You really can't "stop" them from doing that if they can create a user name
under their virtual site. You could create user names with all the generic
names like sales, info, webmaster and then any site that tries to create
such a user name won't be able to.
