Because the pop daemon copies the mail file to a temporary file first. 
And the temporary file is owned by the user.

The way you get around this in unix/linux is to put your /tmp directory
in it's own partition, on which you do NOT set quotas.

You can't do that on a RaQ, though <frown>.
