That's just not true.

You can log in from anyone as SU.

But only if you set up your system to allow it.

For security reasons, only admin is set up to be able to "su" by
default.  Allowing other accounts to do it is probably a good idea,
though, in many cases, so you can tell from your logs who logged in as
root.
