geting a file over http the user request the file and the server
will send if it. Request --> Answer

for ftp the user have to login to the server. if no login given
the browser will use anonymous ftp. so you have to activate
anonymous ftp for the site. User<---logged on the server--->Server

i wouldn give an anonymous ftp access if it isnt realy required.
Only one vsite per ip can have anonymous ftp enabled.
