Did I ever say that?  I don't think it matters which IP# you use.  I do
remember saying that in the specific instance where you get one IP# with
the RaQ rental or colocation and series of other IP#s to host with that
I don't use the IP# that came with the RaQ for anything but RaQ
administration, because that IP# could be changed by the colo house,
whereas the IP#s I'd be renting would tend to be more permanent.

But many people only have one IP#.  Of course you can use it.

But what he DOES need to do is make sure that whatever he uses for his
nameserver IS registered with his site registrar before he adds it to
his sites, otherwise the change won't be accepted by any registrar. 
Most of us us "ns.domain.com" or "sX.domain.com" where "X" is a number. 
Your nameserver can be anything.  Your nameserver can be
"mike.domain.com" if that's what you want.  But it DOES need to be
registered as a name server.
