To use the new perl you will need to change all /usr/bin/perl usage  to
/opt/bin/perl
example:
perl MakeFile.PL
becomes
/opt/bin/perl MakeFile.PL

and at the top of some things...
#!/usr/bin/perl
becomes
#!/opt/bin/perl
