[cobalt-users] weird situation with ~user vs user

I am, all of a sudden, getting complaints that the users, on one of my raq 4
systems cannot get to their sites by typing www.website.com/user instead of
www.website.com/~user . They get a permission denied error message.
I have all the settings correct and created the necessary links and they
have been untouched for a couple of years. What would cause this problem for
no reason?
