Instead of appending that the way it is, I edited sendmail.cf R<REJECT>
$* line so when /etc/mail/access says simply REJECT it sends a custom
message to keep the access file smaller. That way I can simply replace
all the instances of "ERROR:550 "Blocked by
http://www.stearns.org/sa-blacklist/""; with simply REJECT.
