I'm going to cop out on this because my experience is NOT personal.

Instead, I'll refer you to what's generally known as The Internet Access
list, a list for the heavy-duty hardcore ISPs.  The list where you can
learn everything from where to buy the best sushi to what kind of car to
buy to how to make sure BGP works properly...

It's called "list@xxxxxxxxxxxxxxx".  To quote them, "Send 'subscribe' in
the body to 'list-request@xxxxxxxxxxxxxxx' to subscribe.  Eat sushi
frequently.   inet@xxxxxxxxxxxxxxx is the human contact address."

Lots of stuff there about how hard it is to actually get a tier one
provider to pay up under so-called guarantes.

Lots of good sushi references, too <smile>.  But beware, it's often
busier than this list, and a lot less on-topic (unless you consider
sushi on-topic <smile, again>).
