You can. Just make sure sshd or telnetd is being ran on the /nfsroot
you're booting into, and you'll be able to this. This is how I'm doing
the Qbalt installation; one effectively does a 'local' installation
remotely.
BTW, the "Starting up" on the LCD is perfectly normal. The Cobalt
lcdtools are the one that change this, and if you want them to do
things, you're going to need to hack up your init scripts to do this.
It's probably not worth the effort in doing it.
