What do you mean by created?  Do you mean registered with a registry? 
Do you mean you set up a site on your RaQ3 for it?  Do you mean you run
two copies of bind?

Please be more specific.

Not necessarily.  Our <ns1.ns-one.net> and <ns3.ns-one.net> have
consecutive IP#s, they are NOT on the same system.  They are on the same
network, though, which is considered "not a good thing", so we also have
<ns2.ns-one.net> off network.

I'm not sure what you mean by "forwarding".  If both nameserver
addresses point to the same copy of bind, that's all you need.  If you
answer the questions I posed above, perhaps I can be more helpful.

Now we're getting somewhere.  If your registrar hasn't accepted it, then
it's NOT set up.

Why won't they accept it?  There are only two valid reasons among
registrars in the .com, .net, .org and .edu domains for not accepting a
nameserver registration.  They are:

1) the nameserver is not running at the time they test it.

2) the nameserver is using the same IP# of another running nameserver.

Please let me know which of these reasons they gave you.

Then I can probably help you.
