No it doesn't <frown>.

We've done quite a few sites by hand; most are simple.

The only control panel I know of that can Import from Cobalt is Plesk; 
and they don't make a script available; they do it for you as a 
(charged for) service.

I suppose I could say "we do it from Cobalt to DirectAdmin as a charged 
for service" but as you might imagine it can be quite time-consuming.
