If I remember correctly, that's normal for a server that has not shut
down properly. The XFS filesystem is "recovering" itself, making sure
that the last changes prior to the restart were handled properly.
The question you need answered is "Why is my server restarting every 15
minutes?"
Is there any other information in the logs that may help figure out
exactly what's going on? Can you paste the section of logs right before
the reboot happens?
