I have a vauge recollection that on some EEPROMs there is a difference in
the programming tool used for a first time program against an update over an
existing program, it's been a long time since I did that sort of hardware
design / repair.
It's probably worth looking up the spec and app notes on the Intel site for
that chip type as a starting point, there is a good chance the routine is
downloadable from there.
