I did some testing with Mail.app last night and my conclusion is the it 
does support APOP by default and can't be turned off, to my best of 
knowledge (I withdraw my statement yesterday that Mail.app doesn't 
support APOP ;o))
To get rid of the error simply enable APOP for users using Mail.app
I will try to see if it can be disabled ...
