If you edit http.conf (or whatever ... srm.conf maybe?), you should be able
to add a line like so:
ScriptAlias /cgi-jason/ /home/sites/cgi-bin/
(don't forget the trailing /).
then restart apache (/etc/rc.d/init.d/httpd.init restart).
then any user has access to
http://www.ihavealamedomainnamedotcom.com/cgi-jason/foo.pl
