I'm baffled too, I've checked through the httpd.conf file that looks
normal (as it gets anyway).
the vhost file for the site shows the following after cgi is enabled
in the admin section.

The srm.conf shows the following section which makes me think that
apache isn't recognising that cgi and pl extensions are executables,
but what do I add and to where?
TypesConfig /etc/httpd/conf/mime.types
# DefaultType is the default MIME type for documents which the server
# cannot find the type of from filename extensions.
DefaultType text/plain
