I think some developer had it on his box, and when the advisory arrived
he just made a new package. So now it's in updates page without
announcing

It wouldn't surprise me if yes. Actually all [well, most] of Cobalt
packages are made awfully. There are missing dependencies, almost no
build dependecies, patches include such `essential' files like
config.{log,status,cache} (when running autoXXXX before configure)
