it's because they used the dev rpm from redhat when they started and didn't
make to many changes from there.,. we could look at the source rpm
(dev-2.7.7-C3.src.rpm) but I it's missing from the ftp area...
If they started to modify it to delete every device that would never or
could nerver or might never be used, it would be a lot of work for somthing
sitting around doing nothing to deserve that much attention... and also be a
little hard on the concept of expandability...
