I don't know where you're reading complaints to be able to say that; as
many people complain about spamcop as the rest of them.
We use an assortment of RBLs...
all dnsbl.sorbs.net lists except for spam.dnsbl.sorbs.net
sbl.spamhaus.org
relays.ordb.org
bl.spamcop.net
dnsbl.njabl.org
cbl.abuseat.org
but of course we offer each of our hosted domains the ability to opt-in
or out of each of these blacklists.
Our default for our hosting clients is to not use blocklists at all.
