There are jumpers on the mainboard, Remove the RAM and you can see the
jumpers, granted they are hardwire jumpers (0 ohm resistors) but they are
there. You have to change the core voltage, jumpers to the left of the LCD
header. The multiplier jumpers art to the right of the LCD header.

BTW, we recently purchase 50 RaQ3i's and one of them actually had real
jumpers, it also had onboard SCSI connector, ROM socket and a few other
headers not normally supplied. the thing had a steel chassis, all rusted.
But you know what, that RaQ3i performed like it was new.
Additionally the chassis had fan cutouts on the sides, and louvers on the
side of the cover for the extra fans... It had to have been an early
prototype...
