[cobalt-users] FTP Permissions

I have a user who is trying to FTP some files to their root web dir and
getting a permisson denied error. The user has site admin access, and the
root web has FP extentions installed.
I reinstalled FP extentions and each time the user FTP's into the dir. it
seems that the .htaccess file is getting blown away. Does anyone know what
might be happening??
