Can somebody explain the cron command line a bit?

I have many cron commands running cgi scripts...but what about a non cgi script?

In the shell this works to start webalizer:
[admin admin]$ cd /home/sites/site16/web/stats/
[admin stats]$ webalizer

What would the CRON command look like?
Doesn't work: 30 1 * * 1 /home/sites/site16/web/stats/  webalizer
