[cobalt-users] root web directory and files all owned by httpd

Can anyone shed some light on why certain root web sites on a Cobalt Raq2 are entirely owned by httpd. It's not consistent, and I am pretty sure it has something to do with the user(s) in the way they are either setting up the sites or uploading files.
