No, not really. SSH can be used for telnetting, but it also provides a
general "tunnelling" method. A way of setting up a secured connection
between two computers.
This connection can ultimately connect fx port 1024 on your
workstation to port 81 on the server - in a secure way. I.e. you use
your normal webbrowser to connect to localhost:1024, and that gives
you the pages from the server control panel.

No. That's the way you would open a "secure telnet" connection to the
server.
The exact way to do port forwarding depends on your client. Which one
do you use? (and on what platform?)
