That's:
(a) a function of your ftp client.

If you try command-line ftp, and type "ls," you see only the files that
don't start with .; you can type "ls -a" and see all the files.

and:
(b) likely has something to with the ProFTPd configuation, although
glancing at /etc/proftpd.conf doesn't seem to show anything.
