New to Unix and looking are running a news server?  Hmm, have to admire 
that.

You have a couple of options.

First you can look into inn:
http://www.isc.org/products/INN/

A full fledged news server, and then workout a newsfeed with your ISP, which
if you get a full feed, will each up our bandwidth on a daily basis.  This
is not for the weak-hearted, people with hair that do not want to pull it out,
or people who enjoy free time.

I have used leafnode:
http://www.leafnode.org/

Which does not require a newsfeed, just access to a news server.  Is simple
to setup and is most likely what you want to setup.
