[cobalt-users] Bug,- Security Risk, or May Bad?

I'm new to Cobalt systems. I have a unit I am evaluating. RaQ3i 512M RAM 
yada yada..

I setup a Virtual Domain.
Assigned it an IP
I gave the domain the simple rights of  Front Page Extensions.
I then added a user.
Gave that user the Admin and Front Page Extensions only.

I have not given any rights to this domain or this user for Telnet access, 
but it seems as though the account I gave Admin rights w/o Telnet access to 
a Domain I didn't give telnet rights too, can add users and give them 
telnet rights.

Does this seem like it's right?

Seems to me to be a Bug, Security Risk, or My Bad configuration problem?!?!?!?
