[cobalt-users] passwd failure

Cobalt users,
 
My users would like to telnet into my Q2 and use "passwd" to change their
account password.  They get the following error message:
 
setpwnam: Permission denied
Password *NOT* changed.  Try again later.
 
Could someone please tell me how to allow users to do this?  I went to
deja.com where someone suggested using pwconv.  This was disaterous and
changed all of the password for all of the users.  Grr.
