The following should work (let me know what you think, Mat):

For email only:

In /etc/passwd, change "/badsh" to "/dev/null" for that user.

For ftp only:

In /etc/virtusertable, add the following line to the bottom:

emailname@xxxxxxxxxx	error:nouser No Such User

That should work, I'd think.
